's not going to change the policies of the regime. cheryl: i want to switch over to libya for just a moment. after losing chris stevens and the other americans there, there's a lot of pressure, a lot of people are pressuring susan rice to make more of a comment on the attack in the libya, frankly, they want her to backtrack her comments on the sunday morning talk shows when she said, oh, this was spore rad dick. you know, what should she do? what would you advise her to do? >> my guess is she was told to take one for the team, and they gave her this line, and she went out and peddled it on five sunday morning shows. she had no, no basis for any independent knowledge of what happened in libya. but i think, really, the problem is the administration's. it was an ideological response, they didn't want to admit that we had problems with al-qaeda still in libya, and now they're going to pay a price in terms of their credibility. i think if this gets investigated more thoroughly, it'll have an election impact. cheryl: once his diary came out, i think that's where -- >> yeah. they had no answer for

effective. gerri: the white house today retooling its response saying the attack on libya was maybe not spontaneous, maybe this video -- not even a film -- the video was exploited by mill at that particular times. he's -- here's the white house today. >> we were provided information with what we believe was the precipitating cause of the protests and the violence based on the information we have had had available. there is an ongoing investigation. the fbi is investigating, and that investigation will follow the facts wherever they lead. gerri: ambassador, what's that response tell you? >> well, i think they were in denial in the first place. the notion they turned up with rocket propelled grenades and mortars in a spontaneous demonstration, september 11th of all dates, and seemed to have targeted and killed the american ambassador, so responsible for the liberation of libya, i think is -- was very clearly deliberate, and whether they were angry about the video. i think probably not so much there because most people there are pro-american, but elsewhere, yes, they are angry about th

to bring the assassins to justice in libya, that is part of what i have been working on for the past week to vote on if our aid should have some contingencies that should be attached to some rules. gerri: using these countries have to be held account for what they have done here. this was just this year, 2012, pakistan getting 2.1 billion. egypt 1.6, what should happen to this money? >> i think if you want to be an ally of our country, you have to act like it. if you want to cache our checks, there has to be some contingencies for example with regard to pakistan. i think you shouldn't torture the friend of americans who helped to get bin laden. that does not sound like the actions of an ally. i propose several things going back if we don't spend the money that could go toward lowering the debt where i said we could even use it for the veterans benefit bill. a lot of things that can be done with the money, but it makes no sense to continue to send good money after bad. >> using that to improve our own security. using your logic to cut off virtually scores of countries right now. look at th
